On January 6, 2021 in Hanoi, the Ministry of Health organized a National Health Conference to evaluate the achievements, lessons learned and development orientation of the whole industry in the coming time. More than 500 delegates from ministries, departments, central and local agencies attended the Conference. Prime Minister Nguyen Xuan Phuc attended and addressed the Conference.

Speaking at the Conference, Prof. Nguyen Thanh Long, Minister of Health, said that in 2020, despite many difficulties and challenges, especially the serious impact of the COVID-19 pandemic, thanks to the care of the Party and the Goverment, the participation of the entire political system, the entire army and everyone, and the health work has achieved important achievements, contributing to the successful implementation of the “dual goal” to fight against the epidemic COVID-19, both for socio-economic development of the country.
– To achieve the main targets assigned by the National Assembly and the Government by 2020: 1) the number of hospital beds assigned by the population of ten thousand people is 28, reaching 28; (2) the rate of the population participating in health insurance is 90.7%, reaching 90.85%. Achieved 6/7 specific targets for sectors and fields assigned by the Government in Resolution 01 / NQ-CP in 2020.
– Promote the implementation of the Scheme on building and developing the grassroots health network in the new situation: Renovating the grassroots health care activities according to the principles of family medicine, implementing the application of management information technology. Overall health station operations, electronic health records, the rate of population managed and monitored for health is 23.9% in 2019, estimated at 45.6% by 2020. Rate of social health stations prophylaxis, management and treatment of a number of non-communicable diseases increased, 73.7% in 2019, estimated at 80.6% by 2020. The quality of human resources for the grassroots health facility is improved through increased training and technology transfer.
– Continue to synchronously implement solutions to reduce overload, improve service quality at all levels: Successfully apply new and advanced techniques: Ho Chi Minh City Children’s Hospital performs major surgery Separating two girls attached to the pelvic abdomen, the Viet Duc Friendship Hospital performed 23 consecutive organ transplants in 13 days. Promote the application of the set of hospital quality criteria, the application of information technology in medical examination and treatment: electronic medical records, remote medical examination and treatment, have connected about 1,500 medical facilities across the country. Continuing to issue guidelines, diagnosis and treatment, including COVID-19, Hospital Criteria for safe prevention of COVID-19 epidemic and acute respiratory infections. Outpatient satisfaction rate increased from 74.8% in 2018 to 78.9%.
At the conference, Minister of Health Nguyen Thanh Long also added: 2020 is also a year of strong reform and many highlights of the health sector, in many fields from medical examination and treatment, prevention, and numbers, science and technology, medical number transformation.
In the field of medical examination and treatment, within 45 days, the Department has successfully connected 1000 remote examination and treatment points. There are currently more than 1,500 connecting points. The project has been effective, saving the lives of many patients at the facility.
Being one of the two ministries bringing 100% of level 4 public services to the network environment connected with service ports and national gateways; applying artificial intelligence using chest X-ray images in supporting diagnosis of COVID-19; Vietnam is at the forefront in applying information technology to COVID-19 epidemic prevention and control, such as electronic medical declarations, Bluezone tracing application, COVID-19 safety map, COVID- treatment diagnosis 19 remote.
The Ministry of Health opened the Health Public Portal with data in the areas of: 62,438 pharmaceuticals, 28,000 medical equipment and supplies, 93,253 bidding results, and more than 1,400 medical establishments publicly announcing service prices. ; Vietnam Health Network (the intranet connecting 100% of health workers nationwide).
At the Conference, the Minister of Health said that in the first quarter of 2021, the Ministry of Health will try to submit to the Government a decree of the Government on socialization and joint ventures.
The health sector also plans to submit to amendments to two important laws, the revised Law on Health Insurance and the Law on Examination and Treatment, to establish a master plan (all activities of the industry, training of human resources …). procedures to drastically cut administrative procedures, pledging to cut 30% of administrative procedures next year.
